What purpose does this barrier serve?

So there may be this constructing in Warsaw, Poland close to my office and I've at all times questioned – what does this barrier do? There are holes between the glass panels, it doesn't go all the way in which prime to backside and sides are additionally uncovered.

On the second image I positioned an arrow on the satellite tv for pc view of the constructing if that helps.
