What Does This Lion/Beast/Gargoyle from 1892 Represent?

This was the Metropolis Administration constructing in my hometown, Talladega, Alabama (USA), from 1892-1963. The constructing was designed by the Metropolis Engineer, Ernest W. Walpole. Mr. Walpole was from England and along with being an engineer, was additionally an architect. He designed a number of different buildings and homes on the town, however none of them appear to be this. I’ve learn in Metropolis paperwork that the constructing is within the Flemish type.

Not too long ago, folks have seen the Lions/Beast/and so forth. on the facade, however nobody is in settlement to their which means. The constructing hasn't been utilized in years, however there’s a motion to revive it.
